I hate to sound like a jerk, but you just finished demonstrating
that you do *not* understand "how it works".  As others have
pointed out, this is a core kernel issue, *not* a filesystem
issue.  The best place to raise your concerns would be on the
main Linux mailing list.  (You probably wouldn't get a very good
reception, but that's the right place to discuss this issue.)
XFS has little or nothing to do with what you're troubled by.

However, FreeBSD *does* use delayed writes (AFAIK - it's not a
dark ages OS, after all), which means that you should be able to
make your file disappear on FreeBSD as easily as you did on
Linux, by unplugging at an inopportune time.
