This can be done.

Streaming from disk you want to get a memory representation which is
ready for download to hardware in OpenGL packed array format.

There is also the possibility of streaming live digital video using the
DIVO option and the digital media libraries and there is sample
Performer code for this.

The exact setup would depend heavily on your requirements. On the face
of things the most likely scenario is a software decompression to memory
and a gltexsubimage2d or maybe just raw image streaming from a high
bandwidth disk array, no sompression or minimal compression.
