Huabin,
Perhaps you could boot to sash to try and fix the problem. When you
are rebooting, click on "Stop for Maintenance" button. Then go to the
command monitor and type sash (should be $SystemPartition/sash)
from there you can type "ls $OSLoadPartition/usr" and see what you
deleted and maybe relink (ln -s /sbin/bin /usr/sbin) or copy (cp
/sbin/bin /usr/bin)...make sure that you are not overwriting anything.
  Have you tried the Recover System already?
Another solution I've used before is to put that root drive in another
SGI as a secondary, mount it, and copy/fix what I need (without any
reformating). Then put it back. (Sometimes you have to mess with the
jumpers on the drive to make it a slave versus master, then switch
again.)
Note, these are only suggestions, and I would advise that if possible
you find someone who knows their way around IRIX admin to fix the
problem. Also note that there's a potential here for REALLY messing
up anything on that harddrive.
