The document "IR Virtual Clipmapping Bugs and Limitations" cites the pfct
loader as an example of how to get rid of wobbling at levels higher than 24,
and mentions that viewing cliptextures 31 levels deep is supported with IR6.4
IR2 patch 2326 (which is now replaced by patch 3594, which is installed on this
system). As I read it, that implies that perfly (or clipfly) should view
cliptextures of this size with the patch. I've had no trouble with viewing
cliptextures up to level 24 with perfly and clipfly, so they both definitely
support virtual cliptextures.

One other thing, the region outside the good area is not smeared like when you
have the virtual LOD offset set incorrectly. Instead it looks like the texture
is wrapped in some fashion.
