Yes, neither perfly nor clipfly view this texture correctly. It looks like the
source for these programs has code to correct for texture coordinate precision
problems, as well as automatically handle the per polygon LOD, so I expect that
they should be able to view this texture. I've had no problem with clipgen
generated textures of up to 24 levels.
