There is a company that has a product to simulate clouds, I just saw a
demonstration at ITSEC two years ago so I'm not sure it's what you need, check
out:

You'll need Paradigm's Vega.

Other than that I can only say is not a trivial subject since clouds are of a
volumetric nature (can't be accurately modeled/rendered by means of a surface
representation) that being the main reason why they are being approached by
volumetric (particle based) rendering techniques. Each condensed water
particle making up the cloud actually reflects light, not just those on the
"surface" of it, making it a high albedo, semi transparent, volumetric and non
uniform object and of course a nice challenge for real time vis sim.
