It doesn't. Even Microsofts claims of Real-Time for pending Windows CE
releases (for embedded systems) are largely greeted with ultra
skepticism in those markets. It's not really relevant to talk about what
happens when you read a big file from disk on a single CPU desktop.

The idea will be that you can do some form of 'soft' real-time on
windows, ie it get's you there most of the time but don't bet your life
on it. Stuff like interrupt response times and jitter in really fast or
accurate timing loops will ofcourse blow chunks. Heck there isn't even
processor lockdown there. The windows cupboard is pretty bare when it
comes to Real-Time. That might improve but you'll want to look at 3rd
party tools for NT.
