cliptexture loading

hi.

I am using cliptextures with high resolution insets.
When I'm flying in the high res areas - everything is o.k., but when I'm in the
low res areas and I put the statistics on - I see that textures are loading
 ALL THE TIME !!!!!

Is there a good reason for this?
Am I missing something?
