You should try a look into the DWB dwba-format. I think this is an easy solution
to your problem, because you can write down an easy script to generate an dwba
with your textures an the polygons.
If you have any questions about this, how to write an custom dwba ... send an
email.

Try to make an new file in dwba. Load 2 Textures. Place them onto 2 Polygons.
Save this as dwba.
