Both tasks can be done with an GIS software. Some GIS (arc-info being one of
them, I think, I'm not sure) can read dxf vector data and write DFAD culture
data. Also, most vector/raster GISs can generate an image DEM file from contour
maps (TNT mips is one of them, I've tried it). The problem is that by
generating an image file you loose geographic location information.
