Have you tried the following:

                 pfOverride (PFSTATE_ENWIREFRAME, PF_OFF);
                 pfEnable (PFEN_WIREFRAME);
                 pfOverride (PFSTATE_ENWIREFRAME, PF_ON);

That way, if any geosets have PFEN_WIREFRAME explicitly set to off,
they will remain drawn as wireframe as these states will be overridden,
if you see what I mean.
