ircombine w/ setuid-root (fix/work-around?)

We ended up changing permissions on ircombine and
/usr/gfx/ucode/dg4/cmb in order to allow everyone to execute ircombine
and read/write to /usr/gfx/ucode/dg4/cmb.

Once these changes have been made, ircombine is accessible to any and
all users of the system.
