Yes the man page was to 100% clear. What about:

Note that a pfGeoSet will not go in a bin if:
- PFCULL_SORT is not set (pfChannel::setTravMode)
- the bin has no drawing order set (see pfChannel::setBinOrder)
- the pfGeoSet has no directly attached pfGeoState.
