When you say both machines are the *same* does that include SW ? Can you look
at the patches installed on each one ? You might also look at 'chkconfig' and
'limit', that sort of thing. In fact you could try swapping the disks and see
if the problem 'follows' the disk. Just plain 'osview' may give you more
accurate numbers for performance.
