The thing about graphics is you can guess how they are done just by looking.
The dynamic water surface looks like it has a shiny blue/green environment map,
with 50% transparency I can't be sure of course but it looks like they use
point sampled minification.
That makes all these flickering artifacts in the distance that actually makes
the water look more active.
It's more of a swimming pool water surface than the sea of course.
