Well the idea using TAG clear is that you intend to write every pixel on
the screen each frame.

So you should be drawing a box or something for your water environment.
It can be faster if clear isn't a sexy enough background for you and you
want to draw an environment anyway or if you are inside an interior or
something.

If your drawing a water surface and/or sea bed anyway then you should
try the TAG clear because it may be faster depending on coverage.

This is the sort of setup you'd need for TAG clear.
