This has been helpful.

My draw is at 33.1, with app at 0.6, and cull at 1.2. I see from the
statistics that there are 20 fifowaits. I tried turning off the statistic
gathering in hardware, but without noticeable results. I've also started
using osview to determine the swapbuf rate. (I was hoping all these things
would take me down the extra two or three milliseconds I need).

Perhaps there's something I can do to the geometry to make it render faster?
It's presently a .flt file, with triangles in meshed strips. The tris have
no color, no texture, no material, and no transparency. The vertices have no
color. The file is saved without normals.

I can't use a tag background; in the actual marine simulation, the background
smears around whenever I move.

Any other ideas on how to speed this up?
