Frame times

I try to measure the frame time in the Performer main loop.
I get the time after pfSync. I set the frame rate to 72 HZ. If the phase is
LOCK or FLOAT, the times for one frame are all about 27 ms. If the phase is
FREE_RUN, the times for one frame differ (13 ms, 16 ms, 27 ms).

I have two question:

1. Why the difference between the LOCK and FREE_RUN if the frame rate is 72 Hz
(no difference between frame rate and video rate)?

2. Why are the times never equal to the possible frame rates (72 Hz = 13.89 ms,
36 Hz = 27.78 ms, ...)
