It's in il_eoe.sw.c, which is the C interface to the ImageVision Library.

Note, to get the better error information, you could also do this:
        setenv PFNFYLEVEL 5
        setenv LD_LIBRARY_PATH . (or anything you want it to be)
This will cause pfdLoadFile to show the error message every time it
tries and fails to dlopen a DSO.
