Automatic landscape generation

I have to deal with a quite a big problem:
The aim is to generate a realistic landscape (in fact 3D database of the
landscape), from the altimetric data only.
I though this could be solved in 4 steps:
Rivers and lakes generation
Urban areas generation (position and size only for the moment)
roads and railways generation (linking villages and cities)
Vegetals generation (fields, grassland, forests ..)

We suppose we can rely on many parameters such as population density,
climate, lattitude ...

If anybody has heard about existing works on these topics, please help !!!!!!
