I never thought it was you Angus! ;)

A little history: The loader sets the sequence times to an arbitrary value of
0.1 . In fact the pfSequence setup code just does a generic enable of the
animation. I believe that it was never ment to be a definitive setup. I have
never changed this code in my tenure and it's basically from the original V11
loader, back when pfSequence's where not working very well.

This is good! If it's safe and proper for a loader (DBASE process) to call
pfGetFramRate() then I will make this fix to the loader.
