Performer performance

I was curious why the stated throughput of the Reality Engine 2
and the actual performance statistics don't match.
The actual seems to be much less than the advertized 240,000
textured tri's per second. This would, for a 20 Hertz update rate,
presumably display 1200 textured tri's per frame update.
We see only 8 hertz for a 9000 polygon scene.
Secondly, why does the frame rate remain constant when no changes
occur in the scene. Would you expect it to increase dramatically?
