Try using a mag. filter of PFTEX_ADD_DETAIL on the main texture.
This may solve your modulation problem, i.e :

  pfTexDetail( main, detail ); /* sets main to PFTEX_MODULATE_DETAIL */
  pfTexFilter( main, PFTEX_MAGFILTER, PFTEX_ADD_DETAIL ); /* reset */
