Don't get your hopes up. Defense Mapping Agency is a US Department of Defense
agency who serves the needs of the US military. They have a toll free number to
call, but unless you are under government contract (has to be an active one),
they aren't going to give you the time of day. They aren't in the business of
selling digital data.
You might be better off contacting the National Oceanic and Atmospheric
Administration (NOAA) and just asking around. If you want the equivalent
(non-military) data, the USGS has a product called DEM (Digital Elevation
Model) which is continental US (CONUS) DTED which has been reformatted and is
sold to the public. But I'm quite certain, that they don't have worldwide data.
