The lowest cost modeler is i3dm, which is free and ships with
IRIS Performer 1.2 in the "Friends of Performer" section of the CD.
If it does what you need, the price will certainly be low enough.

We know of many modeling tools that can be used with IRIS Performer.
Some of the advanced ones, such as MultiGen from Software Systems,
have lower-cost Junior versions that may meet your needs. Here is a

People have also used the TDI Explore modeler, have used
SOGITEC's SINDBAD, have used Symbolics S-Model, have
use the S1000 database generation system, and I have been
told, a new modeler (named "medit" ?) that works well with
IRIS Performer and is in popular use in Europe.
