The simpler village version of the database runs at 30Hz, the town
does not. Also, some versions of the town demo shipped with
PFPHASE_LOCK as the default, which is bad for a database like the
town which was not modeled to run at a high, fixed frame rate.

It all fits in 4MB, so it's not swapping textures.

You can tell if more RMs will help an application by making the
window smaller. If it runs faster, you're pixel fill limited and
RMs will help. If not, you are probably geometry or CPU limited.
