What are those *.flt.tlf files?

In /usr/demos/data/town/pfvillage , are files ending in .flt.tlf. Are
these converted Multigen flight format files? If so , converted into
what? How do I convert them back into .flt? And why is the example source
included with Iris Performer not reflective of the binary in
/usr/demos/perfly?
