[info-performer] pfString fonts other than Times-Elfin and Mistr

I know that people have asked about fonts other than
Times-Elfin and Mistr in the past.
The response has always been to look in the Developers
Toolkit.
Is there really an application that can generate new
*.mf files there?
Certainly SOMEONE has created another font (i.e. a
readable non-sarif font).
Can someone provide me with *.mf files OR can someone
give me more details about the utility I need, the
procedure, and details about the "Developer's Toolkit"
I need to acquire to search for it?
