One reason and an important reasons is the Draw process is the only process
that has a Valid Opengl Context and thus the only place you can use direct
Opengl calls.
While performer is very powerful, but there are many reasons why you would
need to use Opengl directly and you do that in a draw-call-back
You might want to create a HUB or other overlay typically you would do this
in a Post-draw call-back
