Maya is really a Alias product. The fact that SGI
holds a important position in the company doesn't mean
they can do whatever they like.

I may be wrong but .ma anf .mb files are tightly
integrated with the mel engine and all the other bits
of Maya. IMHO it would be hard to integrate it with
Performer.

I wouldn't expect any improvements on the Open
Inventor and VRML exporters in Maya. There are people
working on alternatives that will work with Performer
and Maya. They will be out soon free of charge and
with a BSD-style license (at least the Performer bit).
It's taking a while (more than expected) since it
doesn't pay the rent.
