This will cause the stress params to be applied to the current pfChannel
ptr and, if the sharing mask is appropriately set (PFCHAN_STRESSFILTER),
to all the other pfChannels in the same channel group.

So, esentially they do similar things in ensuring that the stress filter
is applied to all of the underlying pfChannels or pfVideoChannels, as
appropriate.
