pfFrameRate() sets the desired frame rate of your application
pfVideoRate() sets video refresh rate (in terms of fields per
second...you can set the filed rate with pfFieldRate() as well).

performer will do that if it can't determine the refresh rate on its own.

There's a PFVIDEORATE environment variable on Linux. I assume it
exists in the Windows code as well, but don't know for sure.
