Yep its a JPEG file!

The magic number is a the two bytes at the start of the file (its a
short), looking at any .rgb file shows a magic number of 0x01DA (0732
octal), but a jpeg file has a 0xffd8 magic number.

Try loading the file in xv or gimp and re-saving as an SGI rgb file.

The command 'file' should tell you what the file contains and its clever
enough to ignore the filename extension and look a little deeper into
the data...

hope this help fix your problem.

cheers

Nigel
