If you're using Creator 2.6, there is an option to save OpenFlight 15.8 files with 15.7-style light points. These files should be loadable with 15.7 loaders. There is also a corresponding OpenFlight API call.

Performer 3.0.2 ships with a FLT 15.7 loader. We haven't had an
opportunity to update it for the new 15.8 opcodes yet.
