Actually it only needs to add up to 16.6 to cut your frame rate in half.
That's because once you miss a frame boundary (16.6) then you have
to wait for the next frame sync. So you wind up with a lot of wait time.
You might check to see if some other app is swapping you out.
It doesn't always show up in the stats

Check out the man page on the Stats call and read what each part of the stats
lines mean. It is quite helpful in understanding where the bottle neck might be
