Your problem seems to be the access permissions to these files, they
belong to 'root' and you must be trying to compile as a standard user.

In order you can write to these directories, you can either as root:
# chmod 777 /usr/share/Performer/src/pguide/libpf/C
and do the same for every examples directory you wish to compile,
or
# chown -R your_login.your_group /usr/share/Performer/src/pguide/
that will recursively sets you as owner of this file hierarchy.
