Presumably, you mean a PC graphics card? I believe that one of the
"Wildcat" cards is able to do this - in fact we have one here at the
Beeb that we have genlocked to a PAL signal. However, there are
no Linux drivers for it.

Only hearsay, but it is rumoured that it may also be possible with one
of the nVidia cards - after a bit of "tweaking".
