Well, I know of one solution in OpenGL that is freely
available. Commercially that is out of my area of
expertise, so I am not the best to answer. However, since
no one else has mentioned this one yet
http://cal3d.sourceforge.net/ is a character animation API
in OpenGL under the GNU license agreement. It may not mesh
with your project well, but I thought it was worth
mentioning....
