Take a look at the output of mpadmin -s from the looks of it you may
have isolated these processes on a previous run that ended suddenly
without relinquishing those CPUs. You can try the following
mpadmin -U 1
mpadmin -U 2
mpadmin -U 3
mpadmin -U 4
mpadmin -U 5
mpadmin -U 6
mpadmin -s

Are all the processors on the unrestricted list?

You could also reboot the machine.
