Thanks to everyone who replied to this in July. Nigel, below,
pointed me to a French company that did have something usable.
I thought I'd share the experience.

Analog Way sells a box called the Graphics Switcher GS64 which
downconverts a variety of signals to to VGA or SVGA. The box
 runs somewhere around $2500.. The support seems quite
 good as well.

We bought ONE, not two yet, and seems to work quite nicely
 if the output is connected to a normal monitor, or to a Kaiser
 ProView-50ST. The signal is good, and the quality is
 surprisingly good.

However, the Nvision HMD isn't quite working.. The picture
is tearing among the colors at the top of the eye, and shifted
 near the bottom of the eye.

The Nvision Datavisor box works great with VGA input from
 a PC, or from an Indigo2 using 4++at++640x480_60_ext format,
 so I know both boxes are fine. Its just when I put the
 GS64 together with the Nvision things don't work out quite
 right.

The Nvision Datavisor is doing a VGA->FieldSequential
conversion itself, so maybe the signals aren't quite compatible
 or something, but at least the Octane2 can now drive a
 Kaiser Proview HMD.

I'm glad I found a "sort of" solution - well under $15k.
