Terrain : Converting DEM to FIL??

Hi Performers,

has anybody an idea or a tool that has the ability to convert DEM(7.5") to FIL?
FIL looks like this:

ncols 39
nrows 39
xllcorner 8.0222222222
yllcorner 49.8944444444
cellsize 0.0164473684
ycellsize 0.0082236842
nodata_value -32767
356 358 269 360 369 328 343 345 307 333 345 361 421 412 372 346 295 343 366

and so on.

NIMAMuse converts from DTED to FIL. FIL is an ARC format which consists of
the same resolution for each row.
