Are you sure you have linux hardware OpenGL ICD acceleration on this chip ???

Even on windows i had problem to configure hardware OpenGL acceleration on

my Dell laptop/Rage Mobility...

 

the Rage Mobility is not really a true Rage 128 chip, so you can't use the drivers

from ATI, and you just have to thrust Dell :-( ... inspect the DRI drivers sources for

more informations.

If your OpenGL runs in software, i understand why Performer can be slow ....

(and can be awfull with texturing enabled)
