What gives a very good result is
  o a texture animation of the fire
  o the smoke made of multiple animated polygons
  o they both are 'billboarded'
     (or 'pfSprite' if the billboard graphics-pipe-transform bug is not fixed)

The sample code I have is from Angus Henderson in 1994. It can be found on the net somewhere
if you search for fire and smoke. It was an Iris GL implementation. You have to port
it to OpenGL and fix a few little bugs that increase the visual appearance.
