This is a rather simplistic answer but I'm surprised nobody has
brought it up yet. OpenGL Optimizer contains several polygon mesh
simplifiers, in particular see the man pages for the opSRASimplify
class and the 'opoptimize' program. It's been some time since I've
looked at it, but opoptimize may be able to create the meshes from
independent triangles for you as well.

Optimizer can read PFB files, and Performer can read CSB files, so
data interoperability should be pretty smooth.
