Angus has an example of how to optimize billboard processing at:

This might be a good place to start if you haven't already.

Subject: pfBillboard calculations
hi,
I am attempting to use a large number of billboards in my scene. Each
billboard seems to get a post-cull (is this right?) callback that aligns it
to the eye point.
Is it possible to quickly (from a real time point of view) disable this
callback, or enable it selectively?
If I have 5000 billboards, I might want to set a limit of only 1000 to be
updated per frame.
Does anybody have any suggestions?
Chris
