I might be wrong, it wasn't quite clear in the initial message, but it
sounded more like he HAS no ordering, just a big bunch of sample
points.
To get a (somewhat) usable model one has to reconstruct a surface that
uses the points. There are a bunch of algorithms and systems that do
that, the one I can remember off the top of my head is Hugues Hoppe's
PhD thesis 'Surface reconstruction from unorganized points' (available
from http://research.microsoft.com/~hoppe/, which is a good place to
start for all things geometric).
