This drop off is due to mip mapping.
You can improve quality by selecting linear_mipmap_linear filtering,
right now you have linear_mipmap_nearest, or nearest_mipmap_linear, I
forget which. This is also known by it's IrisGL nomenclature of
trilinear mipmapping. So set the pfTexture minfilter to
PFTEX_MIPMAP_TRILINEAR.
Quality will still drop off but it will do so smoothly. Alternatively
you can select simple bilinear minification and you'll see aliasing
instead of the lower resolution filtering.
