No this number is WAY too ambitious.
With untextured unlit well meshed triangled which aren't too big and if
you don't do much else like change texture state or whatever else too
often you can measure over 10 Million, and even more on IR2. With
texture and lighting and depth buffer you can get about 6 million well
meshed.
In a real scene you are probably looking at maybe 3 million if you have
the right kind of well constructed database and can fill the triangles.
Generally we are even more conservative than this when sizing a system.
