Last I worked with this it was a binary format, just a header with lat
long and size e.t.c. followed by an array of height posts, packed shorts
if my memory is correct.
More like an image file than a 3D format. It probably has other stuff in
there now.

I saw a free OpenSource tool to read and display DTED files the other
day. I think it was GTK/Gnome based, you might want to look for it.
