It's the output channel resolution on the Display Generator.

No, you can DVR multiple 1280 x 1024 channels.

Even if you exceed that resolution DVR will still work along the y axis
so if you need to DVR a 1600x1200 channel you still could, but you
cannot resize it in x, that is the nature of the DVR limitation.

I've seen customers have problems with DVR multichannel because the
interface and documentation can cause a little confusion. The perfly DVR
code probably assumes a multipipe single channel per pipe scenario.

You need to create multiple pfPipeVideoChannels for the pipe window to
DVR multiple channels.
